The Feasibility Assessment and Preliminary Planning Project on Chiayi City Food Waste Reuse Facility

To determine the kitchen waste production and its processing and end-use channels, this project conducted on-site surveys to understand the cooked and raw kitchen waste generation. Initially, the Chiayi City’s kitchen waste sources were identified, and the highest production sources were selected to conduct kitchen waste type and quantity surveys. Results show that Chiayi city produces and recycles 22 tonnes of daily kitchen waste and organic waste. Therefore, the daily treatment amount is set at 20 tonnes/day. This project compiled 13 different state-of-the-art kitchen waste recycling and treatment technologies and their actual cases of application, with analysis of their characteristics, applications and limitations. According to Chiayi city’s current status and demand to conduct a preliminary assessment, initially 5 types of feasible technical plans were proposed, 3 of which are building a new kitchen waste reuse facility (including a kitchen waste dehydration high-speed fermentation plant, a kitchen waste drying plant combined with incinerator, and a small to medium size kitchen waste anaerobic fermentation plant), 2 of which are building a new kitchen waste pretreatment facility (including a kitchen waste crushing and pulping pretreatment plant and a kitchen waste pressing and dewatering pretreatment plant). Then through the Analytic Hierarchy Process (AHP) and Simple Additive Weighting (SAW) approach, the best recommended approach is chosen to be the kitchen waste dehydration high-speed fermentation plant. This project will be based on the best technical solution and best site selection (Neihu district government acquired environmental protection land) for conducting the operation mode selection, financial analysis, site planning, execution of plan, and end-use product handling approach for overall planning. Upon analysis of each operation mode, and given that this project is categorized as a small-scale public construction, and in order to increase participation incentives, it is best recommended that the way of developing this construction should apply “conducting the procurement on a turn-key basis, while the operation mode should apply Article 99 of the Procurement Act by retaining a subcontractor”. With respect to the financial analysis, 2 different scenarios were used to predict the public and government’s perspective and their respective benefit analysis. Considering the public may see the treatment fee as part of the operating agency’s income, while from the government’s perspective, under the operating conditions, the government can collect royalties or negotiate with the operator to reduce treatment costs. Currently, Chiayi city is the only a city without its own kitchen waste treatment facility in Taiwan. Therefore it is necessary for Chiayi to actively develop its own treatment facility. Besides solving the high cost of treating kitchen waste, cultivating its own brand, it may also serve as a long-term development strategy.
